Most of the literature suggests the Open Directory Project as the biggest free directory.
Apparently, getting listed by DMOZ also can help your organic search results on Google.

I was wondering if anyone here knows of other FREE general purpose directories that are worth submitting to?

btw. I think few small businesses would justify stumping up what Yahoo charges now for getting into their directory.
I dont even know anybody who USES directories per se anymore. I`m interested more from the point of view of boosting search rankings.

You can find loads of lists out there. Its best to get links from the broad ones (some of the hard to get in ones are authority pages, so getting links from them does alot)

http://www.seocompany.ca/directory/top-web-directories.html

And make sure to get listed in your local directories (your town, etc) and directories specifically for your field. Then you have all your bases covered.

For DMOZ, its very hard to get in these days due to the place being so corrupt. Your best shot is actually placing your site geopraphically, rather than say the 'Web Design' section.

Posting on free or paid directories will not do anything for your ranking. It may do some good to you found if you offer a localized service, but the SEO value is going to be zilch.
