I am guessing that the one line, one link limit was created in an effort to reduce those spammers. I visit and post on many forums and the one line limit is common, but I have never seen the one external link limit. It has been my experience that spammers are more likely to post their spam in the body of a post than to waste the time to edit their signatures.
