Ok here is what i need
sometimes clients don't pay me which is frustrating however i need something which connects to my server/domain from another server/domain and reads a file on my server/domain if a domain name is within that file then the script on their server shows a licensing error. I have looked at some at phpaudit and iono but they both connect to my server so if its down its shows an error and i do not want that as its pointless.
This would be a huge help.

What are the clients paying you for? The best way to ensure clients pay up is to host their websites yourself, then you always have the threat of taking down their website should then not pay you.
Unfortunately the method your describing is impractical. As you've realised, if your website is down then the licence errors out. This licence would also be quite easy to get around, just by changing the hosts file on the server or the DNS. Why not tie customers to yearly contracts that require them to use a licence into their software provided by you? If they don't enter a new licence after a year then the software stops working? That's the more standard way of doing things.

I was going to say the same thing about hosting the site yourself, it's the only practical way. That's not always a possibility though, so honestly I just wouldn't put someone's website up in the first place until I'd been paid for all my work. And then for doing continuing work I'd bill often enough that if they stopped paying I would only lose a little (you're going to lose something sometimes, it's just a cost of doing business).
