<a href="test.php" target="_blank" title="page">test page</a>

this could be the right answer.

Including the target attribute in an anchor tag is optional, and you probably shouldn't use it. Let the site visitors decide whether a link is opened in a new tab/window or not, forcing it can confuse novice computer users and annoy experienced users.

Rohit did you get the right answers so far? Any new updates? I'm trying to use it on my new blog as well.
