Yeah, if you're using Windows 2000 or Windows XP Pro then you can install IIS with the click of a button (google for it) or you can get XAMPP which will install Apache/PHP/MySQL for your personal use!

I am not sure exactly how he did it, but I did a quick tutorial search for you on Pixel2Life.com and Good-Tutorials.com and found a few that might get you started.My suggestion would be play around with those tutorials, then tweak them to fit your need. You'll be off and running in now time creating snow like 'Jack Frost'.
